Beth,
We have folks tell us, that never happens in Oregon and then, we get a report out of Oregon. So i know that it happens every where. Mainly in the New England and southern states, but the we gets a lot around Arkansas, Texas and Oklahoma. It is economy, a trader in the area, even youth groups have learned from the older traders and go out on their own to do business. They steal or buy cheap at auctions and take them to Mexico or Canada...the closest.
The baby is cite, but they are either doing something bad with it ritual for a cult or thinking a small horse for a a small child as a Christmas gift. We get some pretty sick things happen to some of the miniatures that get taken by people. Law Enforcement will care more about your dog than your horse.
That is why we try to get the reports out asap and alert folks via the internet, on FB, twitter, blogs, etc. and still do our annual Christmas Auction on eBay to raise funds to survive the next year as a non-profit.
But, I worry when they take a baby. The size rugs makes me think he was a draft baby, but I have a hard time so I try to just do the job and not think anything bad, so I can be good help.
There are some really bad folks. You can't be too protective about your horses, etc. no matter where you live. They do not take bad weather days off.

Brown, small Arab/QH Bay Gelding, was taken to alleged rescue in Michigan for an exchange, which never happened. Brown was left there with the promise of finding a horse suitable to trade. When a horse was found by individual, called to come get Brown and owner was told they could not have him back. Charges and fees were placed on Brown that were not discussed with owner, nor have been proven to have been done. Rescue owner has since said she has sold Brown. Police have told owner to go get Brown, he is not there, police have filed with the Prosecuting Attorney. We are trying to find Brown to return to his owner, so she can get him ready for fair this summer.
